On flies the baloon. You can do this in English, for example, "on goes the story" (Google it). This precise order is important if you follow the accent structure of the line: "eE uteSHAyut, a SHArik leTIT." If I say "the ballOON flies ON" I miss the accent.
See, the song is notorious for the duality of accents: if you sing it, then the "primary" accents are "Ee uteSHAut, A sharik leTIT." But the secondary, subdued accents, are still there! "eE" and "SHArik." This duality of accents creates the unusual, unique flavor, which I am trying to preserve. The verb "flies" has an important mission: it provides the structural symmetry to the verb "try" that appears earlier. "They TRY to console her, on FLIES the balloon."

Нет, конечно, я поняла. Только немножко спотыкаешься на этом словосочетании, потому что, когда читаешь предложение, ожидаешь дальше существительного "on flies" - в полетах... Наверное, все зависит от частоты употребляемого выражения...
