It's a slang term which means "to be beat in an argument or fight". For example, if you get into an argument with someone and you win, you can say that "you handed his/her ass to him/her", or if they win against you then "they handed your ass to you". But it is a very slangy term that should never be used in formal situations. In verbal arguments, though, it's usually used when you beat someone in a way that leaves them speechless and unable to respond.
In slang terms, if you were "savage" in the argument and you left them speechless, then you "handed his/her ass to him/her".
