Проект: Изменения в процессе квалификации к чемпионату мира по футболу,в плей-офф его финального турнира, изменение в континентальных чемпионатах на примере чемпионата Европы УЕФА и Лиги наций УЕФА.

Уважаемые дамы и господа,все истинные любители футбола!
Думаю,что не ошибусь если скажу,что Чемпионат Мира по футболу с 48 командами можно сделать намного интереснее.
Для этого нужно реформировать систему его отборочных матчей.
Поэтому,хочу предложить вашему вниманию Проект Квалификации Чемпионата Мира 2030 и схему плей-офф его финального турнира.

Отборочный турнир чемпионата мира по футболу 2030 года проходит для того,чтобы из 205 его участников определить 42 команды,которые присоединятся к трём сборным стран-организаторов чемпионата мира 2030:
Испании,Португалии,Марокко и к трём командам Южной Америки:Уругваю, Аргентине,Парагваю,которые примут по одному матчу открытия турнира (Эти шесть команд освобождены от отборочного турнира чемпионата Мира 2030).

Во всех раундах отборочного турнира Чемпионата Мира по футболу и в его финальном турнире с участием 48 команд не будет учитываться принадлежность команд к Конфедерациям.
Таким образом,посев команд при жеребьёвке на четыре корзины будет проводиться только по занятым командами местам и рейтингу ФИФА.
Во всех раундах отборочного турнира Чемпионата Мира по футболу и в его финальном турнире с участием 48 команд будет действовать формула 2/3.
2/3 команд из числа участников будут проходить в следующие раунды.
Все матчи 4-х раундового отборочного турнира проводятся на 2 стадионах одной из стран (сильнейшей в данной четвёрке участвующих команд).
Таким образом,команды могут сыграть от трёх до двенадцати матчей.
Такая система отбора значительно повысит среднюю силу 48 участвующих в Чемпионате Мира команд!

1-й раунд (12 дней сентября и октября 2028 года)
21 лучшая команда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда) автоматически выходит во второй раунд.
Остальные 184 команды при жребии делятся на 4 корзины,по 46 - в каждой (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда) и будут разделены на 46 групп.
123 команды выходят во 2-й раунд.
В их число входят по 46 команд,занявших 1-е и 2-е места в группах,и 31 - с третьими местами (по лучшим показателям:очки,разница голов,личные встречи,рейтинг фэйр - плей,рейтинг ФИФА на момент жеребьёвки 1-го раунда).

Остальные 6 первых позиций в группах для 6 оставшихся групп (G,H,I,J,K,L) мы узнаем в результате жеребьёвки.
В 1-й корзине будет 6 лучших команд,занявших 1-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда).
Во 2-й корзине будет 10 оставшихся команд,занявших 1-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда) и 2 лучшие команды,занявшие 2-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда).
В 3-й корзине будет 12 команд ,занявших 2-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда).
В 4-й корзине будет 2 худшиекоманды ,занявших 2-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда) и 10 команд с 3-ми местами.

В плей-офф будут выходить команды, занявшие 1-е и 2-е места в группах, а также 8 лучших команд с третьими местами
Команды,занявшие 1-е места в группах в плей-офф получают 1-12 позиции (по лучшим показателям).
Команды,занявшие 2-е места в группах в плей-офф получают 13-24 позиции (по лучшим показателям).
8 лучших команд с 3-ми местами в плей-офф получают 25-32 позиции (по лучшим показателям).
После группового раунда на Чемпионате Мира следует обязательный 2-х дневный перерыв в матчах,необходимый для перехода всех оставшихся на турнире участников на календарь плей-офф.
Таким образом,на 3-й день после группового раунда смогут сыграть теоретически только 2 команды из 32-х участников плей-офф из групп J,K,L (остальные команды получат большее количество дней для отдыха).
Хотя,можно обговорить и эту ситуацию,для экономии общего количества дней Чемпионата Мира.
Если в 1-ю пару попадают команды из групп J,K,L ,то этот матч переносится на время игры 2-й пары (это будет следующий день).
Команды 2-й пары тогда сыграют по времени 1-й пары (если во 2-й паре не будет команд из групп J,K,L).
Если и во 2-й паре будут команды из групп J,K,L,то это перенесётся на 3-ю пару (4-ю и так далее,пока в парах не будет команд из групп групп J,K,L.
Например,только в 4-й паре плей-офф не будет команд из групп J,K,L.
Тогда эта 4-я пара сыграет по дате 1-й пары.
1-я пара сыграет по дате 2-й.
2-я пара сыграет по дате 3-й.
На общую схему плей-офф эти переносы матчей никак не повлияют.
Не повлияют эти переносы матчей и на заранее выбранные стадионы,где их сыграют.
Со следующей стадии плей-офф всё нормализуется на 100%.

В случае,если одна или несколько команд (из числа 211 сборных,входящих в ФИФА) не смогут принять участие в отборочном турнире,можно легко пересчитать по формуле 2/3 количество участников в каждом из 4-х раундов.

Лига наций УЕФА 2028/2030
55 команд в пяти лигах (по 11 команд в каждой лиге:A,B,C,D,E).
Турнир по круговой системе в 1 круг.
Команды занимают 1-11 позиции во всех пяти Лигах по лучшим местам в прошлой Лиге наций УЕФА.
Календарь игр турнира составлен заранее, таким образом,что в парах 1-2,2-3,3-4,4-5,5-6,6-7,7-8,8-9,9-10,10-11 хзяевами полей будут команды с лучшими местами в прошлой Лиге наций.
Перед началом турниров во всех 5 Лигах проходит жребий календаря.
В этой жеребьёвке существует 22 варианта .
Например,1-й вариант - первым будет 5-й тур,а вторым - 6-й.
Или,первым будет 5-й тур,а вторым - 4-й.
Или,первым будет 1-й тур,а вторым - 11-й.

В ней останется 11 сборных,занявших 1-11 места в последнем турнире.
Это будут 8 команд,занявших 1-2 места в 4-х группах лиги А.
Команды,занявшие третьи места в в 4-х группах лиги А по аналогии мини-турнира призёров (за 1-4 места) определят одну лишнюю команду (занявшую 12-е место).
Турнир состоит из трёх матчей (2-х полуфиналов и финала проигравших) и проходит на поле одной,лучшей по показателям команды,из числа занявших 3-и места в группах.

Играют 2 команды,проигравшие в полуфиналах.
Лига B
Пять команд из лиги А (12-16 места) и шесть из лиги B.

To do this, we need to reform the system of its qualifying matches.
Therefore, I would like to present to you the Project of the World Cup Qualification 2030 and the playoff scheme of its final tournament.

The 2030 FIFA World Cup qualification tournament is being held to determine 42 teams from its 205 participants to join the three host countries of the 2030 World Cup:
Spain, Portugal, Morocco and the three teams of South America:Uruguay, Argentina, Paraguay, which will host one opening match of the tournament (These six teams are exempted from the 2030 World Cup qualification tournament).
