Project of the qualifying matches for the 2030 and 2034 FIFA World Cups and the playoff scheme for their final tournaments

Dear ladies and gentlemen, all true football fans!
 I think I'm not wrong if I say that the FIFA World Cup with 48 teams can be made much more interesting.
To do this, we need to reform the system of its qualifying matches.
Therefore, I would like to present to you the Project of the World Cup Qualification 2030 and the playoff scheme of its final tournament.

The 2030 FIFA World Cup qualification tournament is being held to determine 42 teams from its 205 participants to join the three host countries of the 2030 World Cup:
Spain, Portugal, Morocco and the three teams of South America:Uruguay, Argentina, Paraguay, which will host one opening match of the tournament (These six teams are exempted from the 2030 World Cup qualification tournament).

In all rounds of the World Cup qualifying tournament and its final tournament with 48 teams, the teams' affiliation with the Confederations will not be taken into account.
Therefore, the teams' seeding in the four-way draw will be based solely on their positions and FIFA rankings.
In all rounds of the World Cup qualifying tournament and its final tournament with 48 teams, the 2/3 formula will be applied.
2/3 of the participating teams will advance to the next rounds.
All matches of the 4-round qualifying tournament are held at 2 stadiums in one of the countries (the strongest in this group of four participating teams).
Thus, teams can play from three to twelve matches.
This selection system will significantly increase the average strength of the 48 teams participating in the World Cup!

The 21 best teams (according to the FIFA ranking at the time of the 1st Round draw) automatically qualify for the 2nd Round.
The remaining 184 teams are divided into 4 pots, with 46 teams in each (according to the FIFA ranking at the time of the 1st Round draw), and will be divided into 46 groups.
123 teams qualify for the 2nd Round.
These include 46 teams that took 1st and 2nd place in their groups, and 31 teams that took 3rd place (based on the best results:points, goal difference, head-to-head results, fair play rating, and FIFA ranking at the time of the 1st round draw).

The 3rd pot will contain 36 teams that finished 2nd in their 1st round groups (according to the FIFA ranking at the time of the 1st round draw) .
The 4th pot will contain the 5 worst teams that finished 2nd in the 1st round groups (according to the FIFA ranking at the time of the 1st round draw) and 31 teams that finished 3rd.
The 144 teams are divided into 36 groups.
96 teams advance to the 3rd round.
This includes 36 teams that finished 1st and 2nd in their groups, and 24 teams that finished 3rd (based on the best results:points, goal difference, head-to-head results, fair play ranking, and FIFA ranking at the time of the 1st round draw).

42 teams qualify for the final tournament of the 2030 World Cup.

The 1st basket will contain the top 6 teams ranked 1st in the 4th round groups (according to the FIFA ranking, at the time of the 1st round draw).
The 2nd basket will contain the 10 remaining teams ranked 1st in the 4th round groups (according to the FIFA ranking, at the time of the 1st round draw) and the top 2 teams ranked 2nd in the 4th round groups (according to the FIFA ranking, at the time of the 1st round draw).
The 3rd pot will have 12 teams that finished 2nd in the 4th round groups (according to the FIFA ranking at the time of the 1st round draw).
The 4th pot will have 2 of the worst teams that finished 2nd in the 4th round groups (according to the FIFA ranking at the time of the 1st round draw) and 10 teams that finished 3rd.
12 groups, 4 teams in each.
Teams that finish 1st and 2nd in the groups will advance to the playoffs, as well as the 8 best teams with 3rd places
Teams that finish 1st in the groups in the playoffs receive positions 1-12 (based on the best results).
Teams that finish 2nd in the groups in the playoffs receive positions 13-24 (based on the best results).
The top 8 teams with 3rd place in the playoffs receive positions 25-32 (based on the best performance).
After the group round at the World Cup, there is a mandatory 2-day break in matches, which is necessary for all remaining participants to switch to the playoff calendar.
Thus, on the 3rd day after the group round, only 2 teams out of the 32 playoff participants from groups J, K, and L will be able to play (the remaining teams will have more days to rest).
However, this situation can be discussed to save the overall number of days in the World Cup.
If teams from groups J, K, and L are in the 1st pair, the match will be postponed until the 2nd pair plays (the next day).
The teams in the 2nd pair will then play according to the time of the 1st pair (if there are no teams from groups J, K, and L in the 2nd pair).
If there are teams from groups J, K, and L in the 2nd pair, this will be transferred to the 3rd pair (4th pair, and so on, until there are no teams from groups J, K, and L in the pairs.
For example, there will be no teams from groups J, K, and L in the 4th pair of the playoffs.
In this case, the 4th pair will play on the date of the 1st pair.
The 1st pair will play on the 2nd date.
The 2nd pair will play on the 3rd date.
These match postponements will not affect the overall playoff schedule.
These match postponements will also not affect the pre-selected stadiums where the matches will be played.
From the next stage of the playoffs, everything will return to normal.

In the event that one or more teams (among the 211 FIFA member teams) are unable to participate in the qualifying tournament, the number of participants in each of the four rounds can be easily calculated using the 2/3 formula.
It is also easy to apply the 2/3 formula when increasing the number of teams (in the case of new teams that have joined FIFA).

Думаю,что не ошибусь если скажу,что Чемпионат Мира по футболу с 48 командами можно сделать намного интереснее.
Для этого нужно реформировать систему его отборочных матчей.
Поэтому,хочу предложить вашему вниманию Проект Квалификации Чемпионата Мира 2030 и схему плей-офф его финального турнира.

Отборочный турнир чемпионата мира по футболу 2030 года проходит для того,чтобы из 205 его участников определить 42 команды,которые присоединятся к  трём сборным стран-организаторов чемпионата мира 2030:

В 3-й корзине будет 12 команд ,занявших 2-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда).
В 4-й корзине будет 2  худшиекоманды ,занявших 2-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда) и 10 команд с 3-ми местами.
12 групп,по 4 команды в каждой.
В плей-офф будут выходить команды, занявшие 1-е и 2-е места в группах, а также 8 лучших команд с третьими местами
Команды,занявшие 1-е места в группах в плей-офф получают 1-12 позиции (по лучшим показателям).
Команды,занявшие 2-е места в группах в плей-офф получают 13-24 позиции (по лучшим показателям).
8 лучших команд с 3-ми местами в плей-офф получают 25-32 позиции (по лучшим показателям).
После группового раунда на Чемпионате Мира следует обязательный  2-х дневный перерыв  в матчах,необходимый для перехода всех оставшихся на турнире  участников  на  календарь плей-офф.
Таким образом,на 3-й день после группового раунда смогут сыграть теоретически только 2 команды из 32-х участников плей-офф  из  групп  J,K,L (остальные команды получат большее количество дней для отдыха).
Хотя,можно обговорить и эту ситуацию,для экономии общего количества дней Чемпионата Мира.
Если в 1-ю пару попадают команды из групп J,K,L ,то этот матч переносится на время игры 2-й пары (это будет следующий день).
Команды 2-й  пары тогда сыграют по времени 1-й пары (если во 2-й паре не будет команд из групп  J,K,L).
Если  и во 2-й  паре будут команды из групп   J,K,L,то это перенесётся на 3-ю пару (4-ю и так далее,пока в парах не будет команд из групп групп  J,K,L.
Например,только в 4-й паре плей-офф не будет команд из групп   J,K,L.
Тогда эта 4-я пара сыграет по дате 1-й пары.
1-я пара сыграет по дате 2-й.
2-я пара сыграет по дате 3-й.
На общую схему плей-офф эти переносы матчей никак не повлияют.
Не повлияют эти переносы матчей и на заранее выбранные стадионы,где  их сыграют.
Со следующей стадии плей-офф всё нормализуется на 100%.

Остальные 140 команд при жребии делятся на 4 корзины,по 35 - в каждой (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда) и  будут разделены на 46 групп.

Во 2-й корзине будет  7 оставшихся команд,занявших 1-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда) и 5 лучших команд,занявших 2-е места в группах 4-го раунда (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда).
В 3-й корзине будет  12 команд ,занявших 2-е места в группах 4-го раунда  (согласно рейтинга ФИФА,на момент жеребьёвки 1-го раунда).
В 4-й корзине будет  1 оставшаяся команда,занявшая 2-е место в группе и  11  команд ,занявших 3-и места в группах 4-го раунда.

В случае,если одна или несколько команд (из числа 211 сборных,входящих в ФИФА) не смогут принять участие в отборочном турнире,можно легко пересчитать по формуле 2/3 количество участников в каждом из 4-х раундов.
При увеличении команд (в случае новых,вступивших в ФИФА команд) тоже не трудно применить формулу 2/3.
