   The correct answer is that such a state has all the legal and factual grounds for dismantling such a state, since the fact of state terrorism in the main Law = Constitution of the country deprives the state of the right to legitimacy of its existence - this is a terrorist state, or rather a terrorist regime under the guise of a state - an otherplanet terrorist regime under the guise of an earthly legitimate state. And the United States, despite the first steps and success of President Nixon, formally remains a state with a terrorist Constitution, subsequent US presidents "ran away from the army" before their presidential powers, which give the right to amend the Constitution, US presidents need support in the Senate and Congress to bring the Constitution into a legal legitimate form.

   Во всех странах мира до сих пор присутствует "закон" о насильственном рекрутинге в армию - это "социальное изнасилование общества" и "покушение на жизнь" - это самый настоящий "государственный терроризм" - что должно делать общество с агентами влияния оккупационного штаба и исправлением "картофельных Конституций", когда присутствует в тексте Конституций:
- "социальное изнасилование общества" - что делать с социальными насильниками?
- "покушение на жизнь" - что делать с теми, кто насильно покушается на жизнь граждан?
- "государственный терроризм" - что делают с террористами, которые прописали в "закон" насильственное покушение на жизнь от лица государства?

Правильный ответ - такое государство имеет все юридические и фактические основания для демонтажа такого государства, поскольку факт государственного терроризма в главном Законе=Конституции страны лишает государство права легитимности своего существования - это террористическое государство, точнее террористический режим под маской государства - инопланетный террористический режим под маской земного легитимного государства. И США не  смотря на первые шаги и успех президента Никсона формально остаётся государством с террористической Конституцией, последующие президенты США "убегали от армии" до своих президентских полномочий, которые дают право исправить Конституцию, президентам США нужна поддержка в Сенате и Конгрессе по приведению Конституции в законный легитимный вид.
