more bark than bite
The phrase "more bark than bite" is used to describe a person who seems more hostile or aggressive than they actually are. It means that someone’s grumpy or aggressive words cannot harm you, and that the person in question talks as if they are tough or even violent, but they will not back up their words or threats with actions, and they are considered harmless.
