It means Phil is not the sentimental type, Phil is not someone who has a mental "scrapbook" filled with good memories of things that happened and people he likes/loves/admires. What Phil is saying that he won't show anyone any mercy, he won't be likely to give someone a better than usual deal on a business proposition because there's nothing inside him that will cause him to be generous and endearing towards others. If something goes bad on a business deal Phil won't be cutting that person(s) any slack. Phil wants it to be known that he's a ruthless goombah who will always be cold and calculating.
This is one of the “couple of three things” that he’s telling.

What does Phil mean when he says, "there are no scraps in my scrapbook"?
Its one of my favourite lines but i've never really understood it.
He means his "scrapbook" only contains the most important stuff and and that he doesn't give a shit/doesn't have time for anything unimportant and frivolous. He considers Tony and everyone to be just that.
He spent most of his life in prison and didn't get to experience fun stuff that you'd put in a scrap book.
I thought it was supposed to be humorous because it was non-sensical. Everyone in the scene looked at each other like they had no idea what he was talking about.
It is clear what he means. He means he doesnt have time for petty bullshit anymore. He is the undisputed boss of NY, he did 20 years, he - "to his credit" - came out after 20 years and got in where he fit in, unlike Feetch, Richie, and Tony B. Phil is saying "I'm not the one, anymore." But, it is HILARIOUS because they are gangsters and Phil speaks so metaphorical and person that it is almost poetic. So his boys, I think, are truly confused in the moment if Phil is giving orders or blowing off steam lol...GREAT SCENE
Basically, this is Phil's poetic version of "I compromised, I ate grilled cheese from the raddy-ator"

I took it as, a scrapbook is about being sentimental. He doesn't care about New Jersey's history with New York or Tony's history with John or Tony's request that Phil and Tony back off because there's "more than enough garbage for everyone." All he wants is to crush this annoying thing across the bridge that cost him Joey Peeps and his brother, and costs him time and money.

I think it's just a classic example of how these guys use broken metaphors. He knew what he wanted to say.... but juuust couldn't make it.

He's saying he hasn't done anything bold to cement his legacy. "Leotardo -- that's my f*ckin' legacy."
This is when he decides to become more ruthless (as if he wasn't callous enough).
It means he did 20 fkn yeas...we decapitate, and do business wit what evih's left.
I believe he’s saying without saying it out loud that he wants Tony dead. That’s the reaction he’s getting. He’s sanctioning the killing of another boss. He thinks of New Jersey as as nothing “scraps” and he doesn’t have scraps in his scrapbook.
What else is a scrapbook good for
My favorite line. Makes me think of another quote not from the Sopranos but from House of Cards the original British version. Be fearful of an old many in a hurry. Someone who has not experienced what they wanted to or gotten what they deserved and are now willing to do whatever it takes.
His scrapbook is empty = he gets rid of his scraps instantly, thus taking notes of them is pointless. Tony is a scrap, so Phil is getting rid of him instead of taking care of Tony's shits. Tony and Phil have two completely different philosophies. Tony is like a garbage manager in a Java program. He collects the garbage and gets rid of it only when it becomes fucking necessary. Tony is the garbageman. On the other hand Phil works like a super effective C++ program: he gets rid of anything that becomes useless as soon as it becomes useless. No garbage, no bin. No scraps, no scrapbook.
