The Ukrainian government, led by President Zelenskyy, is facing criticism for its slow efforts to combat corruption, causing reputational damage internationally.

The U.S. has sent $113 billion in taxpayer dollars to the foreign country. An advisor of Zelenskyy said the cash is being stolen due to corruption.

A significant portion of funds are also used to subsidize the country’s economy and businesses, rather than being spent on the war against Russia.

Despite these problems and the lack of audit on U.S. funds, Biden continues to demand more money for Ukraine. The Biden family has been directly linked to the financial corruption in Ukraine by receiving millions from the Ukrainian energy firm Burisma.

There is growing disillusionment among the public, with cases of bribery and corruption becoming widespread.

Zelenskyy’s attempts to address corruption, such as firing officials, have not been effective, and recruitment for the military has suffered as a result.

TIME senior correspondent Simon Shuster reported that the money available “sometimes bribe their way out of service” and that such cases “became so widespread by the end of the summer that on Aug. 11 Zelensky fired the heads of the draft offices in every region of the country.” (Trending: Two Democrats Arrested and Charged)

“The decision was intended to signal his commitment to fighting graft. But the move backfired, according to the senior military officer, as recruitment nearly ground to a halt without leadership,” Shuster wrote. “The fired officials also proved difficult to replace, in part because the reputation of the draft offices had been tainted.”

“Who wants that job?” an officer asked the reporter rhetorically. “It’s like putting a sign on your back that says: corrupt.”

“Don’t buy anything. Don’t take any vacations. Just sit at your desk, be quiet, and work,” one staffer said, summarizing how officials had been warned to not only avoid corruption, but even the appearance of personal enrichment.

“Amid all the pressure to root out corruption, I assumed, perhaps naively, that officials in Ukraine would think twice before taking a bribe or pocketing state funds. But when I made this point to a top presidential adviser in early October, he asked me to turn off my audio recorder, so he could speak more freely,” Shuster wrote.

“Simon, you’re mistaken,” an aide said. “People are stealing like there’s no tomorrow.”

“When I asked Zelenskyy about the problem, he acknowledged its gravity and the threat it poses to Ukraine’s morale and its relationships with foreign partners. Fighting corruption, he assured me, is among his top priorities,” Shuster wrote. “He also suggested that some foreign allies have an incentive to exaggerate the problem, because it gives them an excuse to cut off financial support.”


“It’s not right,” Zelenskyy told him, “for them to cover up their failure to help Ukraine by tossing out these accusations.”

The US has provided aid to Ukraine but has also set conditions for anti-corruption reforms. These demands from the Biden administration will unlikely impact corruption.

The firing of the Minister of Defense, suspected of corruption, aimed to address American concerns.

However, corruption remains a significant issue, and officials admit that stealing and bribery are rampant.

Zelenskyy acknowledges the gravity of the problem but suggests that some foreign allies may exaggerate it to justify cutting financial support.

People at the highest levels of Ukraine’s government are lining their pockets with cash as U.S. taxpayers prepare to fund yet another year of that nation's war against Russia, an adviser to Ukraine President Volodymyr Zelenskyy said.

Time magazine published a lengthy story on Monday about reporter Simon Shuster's recent visit to the war-torn country in which he shared insights he said he gained into the morale of those leading Ukraine nearly two years after Russia invaded it.

According to an unnamed senior adviser to Zelenskyy, people at the top are “stealing” like there is no tomorrow and Ukraine's president faces pressure to root out corruption as its allies continue to give the country everything it asks for.
Shuster followed Zelenskyy back to Ukraine after he and his closest advisers visited the U.S. in September.

He commented that Ukraine’s president “can feel during his travels that global interest in the war has slackened. So has the level of international support.”

The reporter also spoke to an adviser who said that in spite of some internal housecleaning in the Zelenskyy Cabinet, theft is rampant.

“Amid all the pressure to root out corruption, I assumed, perhaps naively, that officials in Ukraine would think twice before taking a bribe or pocketing state funds," Shuster wrote.

While Zelenskyy fired numerous Defense Ministry officials this year to change a perception that corruption was widespread, the adviser told Shuster that people behind the corruption did not “feel any fear” about facing consequences for misusing government funds as Ukraine relies on international aid.

Shutter added, “By the time [Zelenskyy] acted ahead of his U.S. visit, ‘it was too late,’ says another senior presidential adviser. Ukraine’s Western allies were already aware of the scandal by then.

“Soldiers at the front had begun making off-color jokes about 'Reznikov’s eggs,’ a new metaphor for corruption. ‘The reputational damage was done,’ says the adviser.”

Defense Minister Oleksiy Reznikov resigned in September in what Reuters referred to as a “wartime shakeup” of Zelenskyy’s Cabinet.

Reports that people in the Ukrainian government are “stealing” come as President Joe Biden and U.S. lawmakers face pushback from taxpayers about their blank check policy toward funding a war with no end in sight.

According to CNN, Congress had approved $113 billion for Ukraine as of Sept. 21.

Lawmakers have not tracked the funds once they have been disbursed, which has sparked calls for transparency regarding exactly what U.S. taxpayers are going further into debt for.

The United States was $33.7 trillion in debt as of Tuesday, according to the U.S. Debt Clock.
