What does it mean when somebody says that "money is changing hands"?

Usually when someone says this, they mean that there is some shady dealing going on. For example, a local government council may approve a highly unpopular building development. It later transpires that the approval was secured through a bribe.

“Ah,” you say sagely, “I thought money changed hands over that business.”

The phrase is used by way of voicing a suspicion in the present tense or by way of confirming the facts when referring to the past.

Sometimes, the phrase is used in the very straightforward manner suggested in other answers but, in Britain at least, it would suggest that something not quite legal and above board had taken place.
