1. Secret of Unknown.  At any final and infinite improvement the secret unknown always infinitely exceeds existing knowledge therefore we always and everywhere are courteous virtuous guests.

3. Other rights and duties: the right for life, the right for work, other rights and a duties, all duties are accepted only on the basis of a free will, there are no duties through tyrannical imposing or a taboo.
4. The civilization has pennants signs of belonging to on all planets of Solar star system (sector the sleeve of Orion, the galaxy Milky Way), the colony-state on the planet Venus belongs to the civilization.
5. All colonies of the civilization and citizens separately on an independent initiative have the right to migrate to Venus as citizens of the uniform Venus colony-state or as citizens guests of other states of other colonies of the civilization.
6. Any person of the civilization has the right and opportunity to have nationality of the Venus state-colony of Venus, an integral part of the civilization that imposes obligations of observance of Venus Independence Declaration regardless findings of a citizen in civilization any of colonies.
7. Any citizen of the Venus state-colony is obliged to observe a state Declarations of other states of the civilization in a place of the stay and their validity, property of venus nationality is the highest civilization protection of the state jurisdiction and valid integration with all states of the civilization on the basis of their Declarations.
8. Each citizen of the Venus state-colony has to seek to know some communication languages:  3-5 of 5-7 on the choice among English, Russian, French, German, Italian, Spanish, Chinese and beyond all bounds any other languages in addition.
9. Each citizen of the Venus state-colony has to seek to help the civilization to keep a sustainable civilization development on the basis of the free will, the rights and the accepted duties.

2. Свобода воли. Божественный дар и право каждого человека.
3. Остальные права и обязанности: право на жизнь, право на труд, другие права и обязанности, все обязанности принимаются только на основе свободы воли, нет никаких обязанностей через тираническое навязывание или табу.
4. Цивилизация имеет вымпелы-знаки принадлежности к себе на всех планетах Солнечной звёздной системы (сектор рукав Ориона, галактика Млечный путь), колония-государство на планете Венера принадлежит цивилизации.
5. Все колонии цивилизации и граждане отдельно по самостоятельной инициативе имеют право мигрировать на Венеру в качестве граждан единой колонии-государства Венеры или в качестве граждан-гостей других государств других колоний цивилизации.
6. Любой человек цивилизации имеет право и возможность иметь гражданство государства-колонии Венеры, неотъемлемой части цивилизации, что накладывает обязательства соблюдения Венерианской Декларации Независимости вне зависимости нахождения гражданина в какой-либо из колоний цивилизации.
7. Любой гражданин государства-колонии Венеры обязан соблюдать государственные Декларации других государств цивилизации в месте своего пребывания и их законной силы, достоянием венерианского гражданства является наивысшая цивилизационная защита государственной юрисдикции и уважительная интеграция со всеми государствами цивилизации на основе их Деклараций.
8. Каждый гражданин государства-колонии Венеры должен стремиться знать несколько коммуникационных языков: 2-3 из 5-7 на выбор среди английского, русского, французского, немецкого, итальянского, испанского, китайского и неограниченно любых других в дополнение.
9. Каждый гражданин государства-колонии Венеры должен стремиться помогать цивилизации сохранять устойчивое развитие цивилизации на основе своей свободы воли, прав и принятых обязанностей.
