Initial Weakness: In 1823, the U.S. lacked the naval power to enforce it, relying initially on British naval presence to deter other European powers.
Expansion: By the late 1800s, with growing U.S. economic and military strength, the doctrine justified expansion and intervention, notably with the Theodore Roosevelt Corollary (1904) which asserted the right for the U.S. to act as an "international police power" in Latin America.
Enduring Influence: It became a guiding principle for U.S. relations with Latin America, shaping regional policy for centuries.
